Prohibiting local consumption just means people can't take free food from there, whether it's a plantation, ranch, or factory. Items made from there will still go to groceries
good to know. thought it might work was not sure. seems like that would have been considered a local consumption
how many grocers do you have that it is sucking up that much sounds like you need to scale up to meet demand and local stores. i can not say i have had this issue though i normally do more than one building of things i produce.
