They've never stopped you from making mods, it's always been possible using UE editor. And they even went a step further by releasing actual mod tools earlier this year. (which they didn't need to do, but did it anyway)
As for steam workshop, you can blame valve for that. Workshop used to be usable by anyone and was changed to be restricted to steam users only. So, any game that is available on multiple platforms no longer supports steam workshop; because it's easier for them to centralize mod support for cross platform on other sites.
You might as well be pretending sites like Nexus didn't exist long before steam workshop or that people don't release mods on other sites all the time.
You don't need the company to hold your hand and cater to exactly where your mods come from; but when they do you can expect they are going to use the system that caters to their widest possible audience and that's no longer steam workshop.
Other mod sites have existed before steam workshop, and now that valve has closed it off to be steam users only, companies are supporting the wider market.
(Yes you need the epic store because unreal engine is from epic games
Step 2 : chance your trópico 6 to the modding beta in your steam
Step 3 : open your game and Go to settings, tick the box to enable mods and Restarte
Step 4 : Go to "extras" and click "mods" you can selecta "mod io " tô download mods or you can use the modding tools to create your own mods.
Step 5 : ignore my poor english
Step 6 : Go to "Kalypso" discord server and watch the modding tutorial
Step 7 : Enjoy the First trópico with oficial modding
so just to make custom mp i need too download uncompressed 120gb version + the modkitt is not available they're prob updating it so idk whats happening can't make mods.
