Registan of Samarkand's actual effect: All citizens, or children only?

Do you guys know the actual, working effect of Registan of Samarkand, preferably proven with data?
When selecting it for the heist, the text says that "All citizens visiting this wonder receive highschool education."
But when built, it says all visiting CHILDREN recieve highschool education.

That's a very serious difference, and I really would like to know which one is true.

I'm suspicious that it's the latter one. I had no highschools at all, stole the Registan, then looked at the graphs in the Almanac. Around 15-20% of my population got highschool education instantly, then it stayed on that level. It looks consistent with the percentage of children on the island.

Can anyone please confirm this?

No, all children than born in Tropico receive high school education.

"Send pirates on a heist for the Registan of Samarkand" and then there's 4 sentences after that:

1. All children automatically gain a High School education.

2. Increases all tourist ratings.

3. Provides fun to visiting citizens and tourists.

4. There is no wealth requirement for visitors.

It never says all citizens gain it, only that children gain it. It also doesn't say they need to visit it to gain the education.
