1. Love it or Leave it constitution option - one of the most obvious ones, makes unhappy people more likely to leave the island
2. College "Brain Sells" work modes - gives you money and makes most graduates leave upon graduation, this really helps late game when you want to keep your population mostly static
3. Setting raid buildings to the dangerous work modes - in a very cynical way, it helps
In general you know that you can't stop people making babies, so the best thing you can do is encourage more people (especially the unhappy ones) to leave the island.
I would start with that. Having unemployed people in shacks is killing your support.
Your other options:
Steal the Samarkand which gives out free high school educations.
Spam textile mills with the expansion to employ 10 people each.
Change Spy academy and Pirate Cove work modes so people can die.
I ran into a similar issue once and learned my lesson. I had like 100 unemployed uneducated, after that I was more careful to not have more than 30 or so.
Or if you actually want to rid of people, do what others suggested;) the immigration office is enough really, if you have several hundreds of unemployed then set constitution to live it leave it
