All citizens vote, Full separation of powers, Pacifist state - none of it seems to matter it's like the approval rating is completely random. I would regularly hit 80%+ on the other games.
I've only pre-ordered two games in my life, this was one of them. Very disappointed because I get a good island going, and lose to elections. Literally just happened to me in a Sandbox game with the EASIEST settings.
I *really* hope they fix it.
The game is set up to have political challenges. You can use your control of the media and schools to move people over to the faction that do like you and away from the ones who do not.
If you don't favor a faction that shouldn't mean approval can sit at 0% while their needs are met and they have 30-50% happiness each. In my current game as an example faith satisfaction is 65%, yet the religious faction the lowest approving of all of them at around 20%. This can't be right, I would expect at least 40-50% approval given that I'm not doing anything extreme and at least attempting to satisfy needs and demands, but there the approval sits at 0% and I have to skip elections which drive the "personal experience" down, furthering the issue.

I'm running an atheist state so I demolished all the churches etc.
If you provide enough food variety, build restaurants, maybe even put you groceries on max budget it's easy to get food happiness up.
I always run churches, hospitals, production facilities, taverns etc on max budget. Housing, docks/ports etc goes on default budget.
When I get access to the broker I often don't bother with demands I use 'convincing talks' or 'have a distraction' to avoid building "hospital near russian embassy" - because that's just stupid :)
As you can see caribbean happiness is actually higher than Tropico happiness and my overall support is only 57% despite running image campaigns all the time.
This is with all the settings set to hardest.
Your support has nothing to do with your opposition. Your support is based upon your overall happiness versus the average Carribean happiness.
You should have set the Carribean happiness strength to weak, not opposition strength.
You can use your Commando raids to intimidate the neighbors to lower the ACH. Once you get the hang of providing the happiness and raiding constantly seeing support in the 90-100% is cake on normal. On hard you can easily remain in the 50-80% range.
