Tunnels have to have a cliff on either side. The tunnel tool has two ends. Sometimes you have to rotate the tunnel tool 180 degrees to get it to connect.
RGM can be a challenge. Sometimes you do have to rely on teamster's port to connect them.
Pretty much hit it on the head, both bridges and tunnels have height limits and length limits that can limit their use somewhat. Tunnels will only work with cliffs/hills and Bridges will only work when there are at least 2 full land tiles for them to start the ramp. Unfortunately if you have a mine up a hill, the only thing you can really do about it is hope that the tunnel won't breach the height restriction. Otherwise you'll just need to make do with a road
