So I did a tourism only sandbox. Basically built everything for well off tourists, I did not build things to attract poor or rich.

I did it on the baseball sandbox map.

These are the peaks of the tourist buildings (all maxed budget.)

Now what I noticed was the incomes are far from steady, which is why I said peaks.

Here is why tourism seems "broken."

Tourists arrive on your island and their class of tourist is randomized. This means those types of tourists will mostly go visit attractions of their type, they will visit other types.

Tourists generally stay for like 3-4 months as they "make the rounds" and they kinda swarm from one to the next. So one attraction will hit a peak, while others have little to no visitors.

Hotels seemed to improve tourism income overall by increasing the number of rooms, allowing more tourists in and out.

So when you inspect a tourist building and see it has a current negative monthly income it is just "off season" and not a "peak time" when you have tourists "fresh off the boat" making their rounds.

Now the other thing you want to do is make sure tourists can travel quickly one location to the next. This is because tourists "reserve" that customer slot while in route.

I need to do another test with only rich tourists and see if they will visit "well off" buildings. Plus I seem to recall Tropico used to use a "spending budget" on each tourist, rich tourists may visit more locations before running out of money creating a more stable income rather than peaks and valleys.

Neuschwanstein helps. It keeps tourists on the islands twice as long. Four of my seven skyscraper hotels are now consistently in the black. Neuschwanstein is also one of the first buildings your tourists will visit because of its high entertainment service level. If you put that right in the middle of your hotels, they will get in and out fast, leaving them more time to visit the other more profitable buildings. The Yacht club is making me the most. No one was ever visiting my Museum Of Modern Art, so I tore it down.

That is because it falls in the cultural category and their really aint much to draw them. I had a similar issue with the Circus. Yet other times I could see it making a bunch of money. I think the best thing to do is look at the lifetime numbers.

I would not tear it down though simply because it is good to have as many high rated attractiosn as possible because while that cultural attraction did not get visited it could have been what attracted extra cultural tourists for other culture attractions.

I had 4 tourists ports I would literally see numbers like +100 and -50 on the ship logs. I think 4 was too many though because there would be a few times I would see +0 which I think happens because the island was "full" and nobody was ready to leave.

Now that is where the rich and yacht club comes in, if you own the upgrade on the yacht club then tourists can leave on their own and not wait for the next ship.

I think the main thing is, you need to go for the larger hotels capacity if your tourism is unspecialized. With a specialized tourism (ie only relaxation hotels and relaxation attractions) you would maybe see more stability and profit.

So on another test I decided to follow one of my tourists around.

May 2006 Leaves Villa (paid %50 to villa)
Jun 2006 Arrives Beach Resort (2 squares away)
Sep 2006 Leaves Beach Resort (happiness almost full)
Oct 2006 Arrives Villa (happiness full)
Nov 2006 wanders to the dock.....
Jun 2008 wanders to tourist dock....
Sep 2008 exits island

So if I understand this correctly then I see why tourism is broken.

It seems when the happiness bar is full the tourists do nothing but try to exit the island. Meanwhile they pay no income to the hotels.

This guy literally visited two locations and filled up from like 30% full.

So it seems that having a high budget and making your tourists too happy is a BAD thing rather than a good thing.

His time on the Islands expires and he heads for the tourist dock and waits for three months. He left with only an 86% tourist rating. I should raise the budget on some of my buildings a bit but maybe not too much. I was able to get four attractions visited in one vacation.

Well the problem is the hotels only see income on the month they visit an attraction. In my case it was 2 attractions and yours was 4 attractions. So out of 24 months tourists are not paying the hotel rental.

I did another test with just rich tourists and they actually visited 4-5 depending on the distances.

I am going to do a filthy rich tomorrow and see if that whole leave via private landing works nice. The problem is you need a airport in luxury mode and luxury hotel to attract them.

The other thing I am getting from these tests is building all the attractions is BAD. It only works if you can get the sheer volume of tourists to fill them AND even then the distance factors are going to screw you.
