That is because it falls in the cultural category and their really aint much to draw them. I had a similar issue with the Circus. Yet other times I could see it making a bunch of money. I think the best thing to do is look at the lifetime numbers.
I would not tear it down though simply because it is good to have as many high rated attractiosn as possible because while that cultural attraction did not get visited it could have been what attracted extra cultural tourists for other culture attractions.
I had 4 tourists ports I would literally see numbers like +100 and -50 on the ship logs. I think 4 was too many though because there would be a few times I would see +0 which I think happens because the island was "full" and nobody was ready to leave.
Now that is where the rich and yacht club comes in, if you own the upgrade on the yacht club then tourists can leave on their own and not wait for the next ship.
I think the main thing is, you need to go for the larger hotels capacity if your tourism is unspecialized. With a specialized tourism (ie only relaxation hotels and relaxation attractions) you would maybe see more stability and profit.

So if I understand this correctly then I see why tourism is broken.
It seems when the happiness bar is full the tourists do nothing but try to exit the island. Meanwhile they pay no income to the hotels.
This guy literally visited two locations and filled up from like 30% full.
So it seems that having a high budget and making your tourists too happy is a BAD thing rather than a good thing.

His time on the Islands expires and he heads for the tourist dock and waits for three months. He left with only an 86% tourist rating. I should raise the budget on some of my buildings a bit but maybe not too much. I was able to get four attractions visited in one vacation.
I did another test with just rich tourists and they actually visited 4-5 depending on the distances.
I am going to do a filthy rich tomorrow and see if that whole leave via private landing works nice. The problem is you need a airport in luxury mode and luxury hotel to attract them.
The other thing I am getting from these tests is building all the attractions is BAD. It only works if you can get the sheer volume of tourists to fill them AND even then the distance factors are going to screw you.
