Having issues with Liberty requirement island 3

I’m currently sitting at 73/80 liberty in 2021 (yeah, I’m slow. Lol). I’ve got one TV station on each island, a radio station on the other two islands, a few on the main island and various newspaper buildings around many shacks, and the few bunkhouses/apartments/tenements I have. All are set to “Open Mind.” I’ve built libraries and set their mode to generate liberty. Finally the only building that’s causing negative liberty is the palace. I can’t seem to get this number higher. Is this because I have more shacks than bunkhouses/apartments/tenements and for some reason they don’t count?

Edit: I did some searching and noticed an Edict called Right to Arms that provides Liberty. I’ll have to check that out.

Make sure all you populated areas are covered by newspaper, radio or tv. Bear in mind that police and military building reduce liberty, as do security checkpoints, watchtowers etc, Also check your constitution, there is one there that will reduce liberty or increase it,

Also make sure you do not have any edicts active that reduce liberty, like the Theocracy in the religion section of the constitution or Militayr Police.

You might want to demolish any liberty reducing buildings, like military buildings.

The Caberet also has a work mode that raises a Tropicans liberty to 55 if you researched it.

Keep in mind if you make adjustment it takes time for the liberty to increase to the new max.

I got past it with the guns edit. I did remove every item that decreased liberty except for the palace which i obviously couldn't lol

Like I said, it is an average, the few people around the palace should not upset the average.

I'm stuck on the same island, and with a 70 liberty trying to get to 80, massive rebel attack aided by the US government. Which since I disbanded my forts and watchtowers and security checkpoints, I couldn't counter. So I thought the rebels stayed away when the liberty was high? Is this an artificial challenge in this particular scenario?

The Commies took away all the nice houses and churches so yeah I get the dissatisfaction but I thought rebels only got angry when the liberty was down?

You no longer have people turning into rebels because of liberty issues. Rebels are created by any low faction and low liberty.

Eiffel Tower is awesome here. You still need 1 radio and 1 TV, but AIUI they cover the entire map.

Hi, so I just have finished this mission after reading your advice.

I had liberty to 66-70/80 and couldn't get it higher. So I deleted my most military buildings. I had population of 1000 at this point, but only 2 schools. I have put 3 more schools, I have built college. I have built in total 5 or 6 libraries and put them to uncensored porfolio. Before that I had 4 newspapers, 2 tv stations, like 4 radios.
Also I have put few cabarets and set them to give 55 liberty, so not sure if they would have rised my liberty if I had it before for 68?
Also not sure if it counts but my people were demanding for better liberty so I have built all new religion buildings. I have also checked constitution for making it to not reduce any liberty.

After this like 6months on calendar passed and I had 80 liberty.

But yes, it was very money eating so don't rush to it. I have amassed 800k before this point.
It's good map for mining, so just put a lot of mines, oil mining, put plenty of docs, then build steel maker, also good to have all kind of sources like pineapple, fish for cannery, it brings good export.

I finished this map at 2066 years :D Yes, I like to take my time to not bankrupt. so when they ask me to build expensive stuff, I make sure, I have good income.
