The problem with garages is that as soon as you have a large population people become stuck in the building waiting for a car. The building only handles about 10 cars per building and I've had lines of 50+ standing there waiting, sometimes for years to get a car
Also the more cars on the road the more frequently they get stuck not moving, either stuck in the wall of a building or floating on a rock. Once stuck they are there "forever" until you find them and fire the person from their job. This work around fails on criminals (who you can not fire from a job) and on unemployed people (if you issue the Free Wheels edict). The people you can't fire eventually clog up all of your roads and free spaces while your population stands around at the garage waiting for a car they will never be allowed to use (this becomes a massive issue with populations over 2,000)
As for metros, they become slower and slower the more of them you place, with more than 4 you can end up with a transit system that takes over a year to move someone. They are also not available many missions due to the era requirement, so it's a niche and limited use
It seems like no matter what form of transport you use the game only really works with small populations and even then only if you micromanage the glitches
Well, since my PC is buns, my maximum population is 2,000 anyway so it's worked out pretty well for me.

You fell below the average Caribbean happiness.
Well I was making a profit, had pretty good faith values and happiness. and police stations make more of a difference than millitary etc.. had almost 1million and then when i put the garage down, things just spiraled down..
In another instance, I had over 80% happiness and i still got one of the biggest rebel attacks of the games i played.. Though it could just be me not playing the game right, so ... just sayin..
