Is it still sitting at the production site? You don't have enough teamsters to move it around.
Was the demand for an import or for an export? Because those things matter, there's a difference in filling mandate demands.
The games been out for years, you don't think someone would have noticed if one of the main functions of the game didn't work? You need to figure out what you're doing wrong or provide more details for someone else to tell you what you did wrong.
Well sometimes the crown asked you to import wares. I made the mistake myself until i realised i wasn't asked to export, i was asked to import a certain ressource.
Click the task to read its complete description and to know exactly what you have to do. As others said, nothing is bugged with trade routes.
I wish the Truncated version distinguished.
Always double check to see if it is an export or import, and then make sure that when selecting a trade deal that you select the CORRECT icon. An island with a red arrow is an export, while green means import. I sometimes make mistakes with the latter if I'm not paying attention to it.
