You will not be able to play Tropico 6 using intel graphics. You do not "meet or exceed the requirements" as they are clearly listed on the store page and an intel 620 is not even remotely close to meeting them

You haven't even listed the rest of your system specs, but your graphics solution (an intel 620) is not even on par with a GTX 260

Just for reference GTX 260 was released in 2008 (10 years ago) and is not good enough for the majority of current games
I'd ask what the rest of your system specs are but there are no settings to suggest that will run the game on 10 year old quality hardware
When Tropico 6 firsts launches, it attempts to load the game full screen at your desktops resolution. So, if you are really keen on trying to play the game, you could try (with no guarantee that it will work) to reduce your desktop resolution down to 1366x768. If that gets you to the main menu, go to Options and Graphics. Set the game to run in windowed mode at 1366x768 (or even lower) and low graphics settings on everything else. Exit the game. Then reset your desktop back to your preferred resolution. That way when the game starts, it will load in a reduced resolution window in the middle of your screen. It might work, but because of the shared memory, the gaming experience with Tropico 6 will never be optimal and might possible even crash from time to time.
But be fore warned that the HD 620 is well below the minimum requirements and you will not get support from Kalypso.

That's the problem with buying on-board graphics, they are almost always a decade behind discrete graphics cards
As for a Lenovo Ideacentre, that's a brand and doesn't imply anything about it's specifications, they've been using that name for dozens of different computers for years. You might as well tell me your car is a Chevrolet, OK? But which one? Because both Chevy and ideacentre have dozens of models to pick from.
The majority of Lenovo all-in-one systems are fairly low end. Without knowing your actual specs or at least a more precise model number there's no way to know what else might be wrong here.
