So, make sure you have high quality entertainment available for all of your Tropicans.
The Funfair Pier (Extra Round), Restaurant, & Cabaret (Burlesque Acts) are available since World Wars and make a great trio covering Tropicans of any wealth. Plus, Cold War Upgrades can put service quality for all but the Restaurant over 100.
Pretty much this. My high income, maxed budgets economy has an entertainment industry focused only on gourmet restaurants (supported by fish farms, and on haute cuisine mode), cocktail bars (supported by distilleries, and on happy hour mode), well-off only botanical gardens, restaurants, fast food joints (for the few poor around, and on free refills), childhood museum, and Wonders. I toss in some hang gliding on extra rounds mode or scuba diving spots if I lack space and an area's beauty is good enough. Never bothered with theaters, opera houses, casinos, nightclubs, and whatnot after I got the above and their relevant modes unlocked.
Queues are crazy for customers, but fun happiness is always in the 80s at least.
I have yet to test it because my island has gone full-on rebellion.
*Work mode: No Green-Fee: No wealth requirement (even broke citizens can visit). Fees are decreased to $0 (free). Decreases service quality by 20 and job quality by 5.
Another idea would be to have taverns, on high budget, (beautiful areas?), and the bonus from 3 rum distilleries on the supply local something workmode
