Fun Happiness ?
I was playing that mission that needs tourism with easy difficulty, (last?) task was to get fun happiness to 70. So I build like 2-3 of all the entertainment buildings, I had everything this game has to offer, but I got only to 68 and I died on running out of money to upkeep them. WTF, how am I supposed to get to 70? And why is it so hard even on easy difficulty?

I got to 70 now by hiring minister that gives 7 efficiency + set all on max budget, but still it shouldn't be this hard on easy?

the fun mechanics do not work like that,in order to have high fun you need to build high fun leasure like restaurant,movies and put them on max budget,diversity sadly do not bring more fun to tropicans though it should like food does.

you should destroy buildings with service quality below 70 (or increase their budget to get higher quality value) and build ones with over 70

You also need to make sure that you have quality entertainment options for your lower-income residents. Opera houses and museums are no good if they can't afford them. I find botanical gardens work very well.

World Wonders are always good. If you steal the highest level one you can, you get a cheap high occupancy entertainment building that is open to all classes and has a high entertainment level.

Fun Happiness (and all happiness in general) is based on quality of service -- not just availability.

So, make sure you have high quality entertainment available for all of your Tropicans.

The Funfair Pier (Extra Round), Restaurant, & Cabaret (Burlesque Acts) are available since World Wars and make a great trio covering Tropicans of any wealth. Plus, Cold War Upgrades can put service quality for all but the Restaurant over 100.

Pretty much this. My high income, maxed budgets economy has an entertainment industry focused only on gourmet restaurants (supported by fish farms, and on haute cuisine mode), cocktail bars (supported by distilleries, and on happy hour mode), well-off only botanical gardens, restaurants, fast food joints (for the few poor around, and on free refills), childhood museum, and Wonders. I toss in some hang gliding on extra rounds mode or scuba diving spots if I lack space and an area's beauty is good enough. Never bothered with theaters, opera houses, casinos, nightclubs, and whatnot after I got the above and their relevant modes unlocked.

Queues are crazy for customers, but fun happiness is always in the 80s at least.

I was stuck at around 50/70 fun happiness, but I was making good money, so I just built about 20 botanical gardens, turned the money up all the way on EVERY fun building (and chose the best service options), and also built Funfair Piers ALL ALONG THE COAST, about 40 of them (since that was all I had room for at this point), turned them all up and chose the best service quality options on all of them. Plus the ministry boost option couldn't hurt. That's what worked for me.

What about golf courses? For poor people I've found out that in the No green fee workmode* even if they lose service quality by 20, it stays around 80. I read here that some entertainment buildings like taverns and golf courses get a bonus when placed in areas of beauty.

I have yet to test it because my island has gone full-on rebellion.

*Work mode: No Green-Fee: No wealth requirement (even broke citizens can visit). Fees are decreased to $0 (free). Decreases service quality by 20 and job quality by 5.

Another idea would be to have taverns, on high budget, (beautiful areas?), and the bonus from 3 rum distilleries on the supply local something workmode
