Industries near raw ressources or Industries near dock?
Is it better to place industries near raw ressources to minimize the travel between the two or is it better to place industries near the docks? In term of teamsters efficiency? (I would prefer the latter, as it allows us to create more realistic industrial zones).

Also, is applying a general ratio of two raw ressources building for one industry a good thing?

On the second question, I've heard that ratio mentioned as a rule of thumb often enough that I've adopted it as standard. Might want to note that if you run with a lot of bonuses to productivity (high budgets, upgrades, work modes, etc), and/or the industrial building has multiple inputs this might get skewed a bit; my sole textile mill and cannery for example tend to overflow with input even with a single farm, leaving some leftover to be exported. It's why I tend to not apply the meat processing and coffee upgrades for canneries unless for some reason I'm running out of the usual input.

(As an aside, I do wish they'd make freeze-dried coffee and smoked beef distinct products just like in the older Tropicos instead of the base raw resources becoming generic canned goods.)

I do not think it matters all that much. It might be a bit more efficient to have the factories close to the raw resource as far as the teamsters go, but you also have to think of the workers. When they are not at work they are fulfilling their other needs. If they have to travel a long ways to get to things like churches, entertainment and health care, they will spend less time at work.

So building the industries close to the dock would be fine. Then maybe a section of housing with the service buildings behind that. I tend to build circular with the service buildings clustered in the city center.

I usually build 3 resource buildings and 2 industries, one industry next to the farms or whatnot and then 1 near a dock to speed things up and to divide the deliveries.

I tend to push industries near docks and keep docks near more or less useless land. This is to save space near very good fertile growing areas to expand raw material production, while industries are focused near places with low growth values.
