To raise Liberty, build Newspapers, Radio Stations, and TV Stations, and leave them on their default settings. Getting the Eiffel Tower world wonder significantly boosts the effects of Radio Stations and TV Stations, so that's worth getting. Setting the Military policy to Pacifist Nation also helps some, but that has the downside of not having anyone to fight the Guerrillas when they appear. (And they WILL appear. It's inevitable.)
[How the devs ever thought that constantly throwing Guerrillas at everything the players built was a fun feature eludes me. They really have set an OFF switch in the game to stop Rebels, the same way they made Pirate attacks something that could be turned off.]
