How do I get my "People Supporting Revolutionaries" up?

Title. I'm trying to advance to the World Wars, but I can't get my Revolutionary percentage over the 60% threshold required. I've tried turning off Penal Colony. I'm not running any Rescue missions, I'm doing all the quests Sofia Ortega asks of me (and selecting "10 Revolutionary Immigrants" every time), but it just isn't working. What am I doing wrong?

1 Dont export to Crown.
2 Use Newspaper's workmode option "The Independent".
3 Increase your Overall Happiness with more food variety in Grocery, build more Chapels and use the workmode Help First - Preach Later and build more entertainment buildings.
