Military and Terrorist attacks are broken in this game. Your best bet is to build an Aircraft Carrier ASAP because it's the only relieable way to deal with Terrorists in time. Don't bother building Watchtowers or Barracks - they eat Manpower, budget and reduce liberrty.
The trouble is, by the time your Military units are ready to roll, the attack is already over, the building is burning, and the Guerrillas are no longer visible on the map. So instead of rolling out, the Military personnel go back to what they were doing before the attack started.
You CAN stall the Guerrillas long enough for the Military to show up. Build a Watchtower next to a likely Guerrilla target; the Guerrillas WILL attack the Watchtower FIRST. When the Guerrillas destroy the Watchtower -- they WILL destroy it; no question about that -- Pause the game, click Repair on the destroyed Watchtower's panel, and then Quick Build it. When it reappears the Guerrillas will once again turn their attention on the Watchtower -- and if necessary, destroy it again and again and again, until your Military _finally_ arrives and defeats the Guerrillas.
This defensive approach may cost you a few thousand dollars by rebuilding Watchtowers. But that's still MUCH cheaper than spending $10,000+ to rebuild a destroyed factory or whatever.
It is sadly simply below respect for the users, only focusing on (redundant) expansions, as long as the basics aren't working...
This is the absolute core of the problem. Because of this simple fact I won't invest further in Tropico 6.
