Constant Guerillas
For quite I while now, I keep losing to guerillas, regardless of how I play. Is there something I'm missing? This can't be happening to everyone can it?

I was surprised to learn that keeping the number of rebels low is actually quite easy.

1) Your Constitution Military Policy needs to be set to Pacifist Nation.

2) NEVER Arrest or Institutionalize a Rebel.

Military <--> Rebels are a vicious cycle. The bigger your Military, the more Rebels there are. Punish a Rebel and his/her entire family joins the rebellion. You really don't NEED a Military anyway.... unless you are playing with Pirates or angry superpowers. But it's not that hard to keep the superpowers happy: just keep on making Trade contracts with them.

So skip the Military and when you look in the Almanac/People/Special People you will see that you rarely have more than two Rebels. And without there being dozens of Rebels, the Guerrillas never appear.

That might well be the solution, but it is disappointing that the military solution doesn't work. I always have quite a lot of installations around my palace, but they seem a bit useless. Still, I wish it would mirror reality. Despotism fails often, but often works. Anyhow this game is about being a Caribbean dictator. A giant, not necessarily useful army, is a prerequisite.

I agree that the balance of Military versus Rebels is a pain. While having NO Military is a solution, it's not at all realistic. Because as soon as you have a Barracks or two, the number of Rebels shoots up like crazy. IF YOU HAVE ANY MILITARY, the fighting with Rebels and constant Guerrilla attacks becomes THE focus of the gameplay. And the practical Real World "solutions" aren't available to the players. For example, a real badass dictator could take Rebel family members hostage. Or "for every soldier killed, 10 residents where the killing took place will be executed" approach. Or having government informants and infiltrators to bring down Rebel leadership. Heck, in the case of Guerrilla attacks, the player doesn't even have the ability to activate nearby Military units to attack the Guerrillas while they are visible. All you CAN do is witness the attack and then pay to repair the damage.

Rebels and Guerrillas are definitely NOT a fun aspect of this game.

(I read it elsewhere and it seems to work for me) you have to keep freedom high.
the lower the freedom, the higher the chance that unhappy people join the rebellion.

Also there is an edict in modern times that convices rebels to become normal people again.

It all depends on the definition of "high". I usually use my primary Liberty-enhancing buildings (Newspaper, Radio Station, and TV station) set to money-making work modes, so they end up generating very little Liberty Happiness. That keeps Liberty in the 40-55 range. HOWEVER, if I have my Military Constitution Policy set to Pacifistic State (and the rest of my Happiness items in the +50 range), I will normally have only 1 or 2 Rebels appear. (Which I do NOT ever, ever Arrest or Institutionalize.)

BTW, if you select a Religious candidate to be Minister of the Interior, there is a percentage chance that Rebels and Criminals will drop their status and become normal citizens again. (I'm not sure how often or when that status change gets checked.)

Liberty is and has been bugged since release. The statistic trumps the respect for the leader, so someone with low liberty but high respect for the president will join a rebellion anyway. makes a dictator playstyle completely impossible with constant rebel spam and military buildings are pretty much useless.
