Easy building education level/WHAT IS THIS SYMBOL?

So, I am 99% sure this is dumb question, but I was wondering if there was an easy to see indicator when building that lets me know what the minimum education level is for a building? I THINK it is the little graduation cap above stars that is usually next to money/power on the construction menu, but I am not sure how to interpret what it means. I know that once the building is built I can see the education level, and that I can just memorize it, but this issue has become a pet peeve of mine. Any advice on this?

Ok, but what do the number of stars indicate? What does the number next to it mean?

Number of workers the building can employee of that education level (by default, not counting upgrades)
