Out of control emmigration

Hi,

I have managed to do pretty well economically on my island nation but I have been having a severe problem with all of my tropicans leaving, I started out with 200 and they all left and I am now at 75 and falling and my nation is coming un-glued. I managed to research the emigration ban but the game won't let me amend that to the constitution which would stop people from leaving. Any ideas as to why this is happening and how I can fix it?

if they're leaving you don't have enough to make the happy or reason to stay: jobs, food, housing are the biggest.
