What exactly is the 'fill up' button for garbage dumps?

There's no tooltip and I've had no luck finding documentation anywhere. What does the icon mean and what does clicking the button do?

Its like a put an end to the garbage. When you have the garbage dump in a very polluted area, quickly this option can appear.
