why not sharing your system specs in advance and kindly asking for help?
If you are not familiar getting those details, simply do as following:
- Click 'Steam Help' menu (top left of your Steam-client window).
- Select second-last option 'System Information' in the dropdown menu.
- Right-click in the popped-up window and select 'Copy all text to clipboard'
- Simply paste the copied system information into your next post here.

there is nothing I can do, rather recommending checking your system specs and the required/recommend system specs on the respective and official store pages:
your system just offers a dual-core with less than 3,0Ghz, whereas Tropico 6 requires a minimum of a quad-core cpu, with at least 3,0Ghz (3,2Ghz Quad-core+ recommended).
Therefore, being below those listed minimum requirements, we can neither guarantee the game to properly run, nor supporting you, if it does not.

Going by the lack of the icon besides your username, it seems you don't even have the game on Steam. Otherwise you could have asked for a refund.
question here would be: why reaching out, while you have already refunded, without even knowing what the problem was, yet it didn't matter after opening this thread anyhow, as the refund was done?
Next time, simply check the respective official store pages, or ask for help, before refunding, in order to probably help you in the first place ;)

As I said i am not tech savvy. What have you got to say?
I'm not familiar with gaming on PCs so if this is how you help people who are strapped for cash and newbies in the gaming world you won't encourage others to get into it. Sorry for my original attitude but we ain't all working at the moment and money is tight. Also sorry for being completely stupid and knowing nothing about computers.
