That would literally be impossible.
I recently did Superpower Defense on hard, I hit like 3400 population. With the right map I would think 10k is possible.
Now whether or not 10k is worth it is a different story. At 3400 population I had issues just getting unemployed to fill in empty jobs. Not sure if it was lag or being unable to find a home nearby or plot a home somewhere else.
And yet, it shouldn't be
If islands were large enough and the game didn't break with larger populations you would be able to turn up population as high as your system was capable of handling
Tropico 5 could be modded to go over the 10,000 population limit and ran just fine if your computer was high enough above the minimum requirements to not crap out from all the extra AI running around
