1) Reboot. Lets start with a clean slate
2) Go in your Steam Tropico 6 folder. There should be a folder '_CommonRedist\DirectX\Jun2010'
3) Run DXSETUP.exe
4) Launch Tropico6
Sadly that folder isnt there. Tried searching for it and other games have it, but not Tropico. Tried uninstall/reinstalling, deleting completly and it still hasnt shown up. Even copied it from another game. Maybe my graphics card is too old. Its a Nvidia GeForce 9800 GTX. However, it says i have Directx 12 version on my computer.
It's not too old. If it can do DX 12, then you can do DX 11. Try running the DXSetup.exe from other games.
Does your graphics card meet the minimum requirements for the game? If you're getting that sort of error message, that is 99% because your graphics card is too old to handle the game code.
The additional functions used in DirectX 11 and DirectX 12 are thus "emulated" by software and cpu. But not all could be done like this, some functions need a real hardware support.
I think your hardware can't simply run the game. Too old.
What is your Cpu? With that age, I think it's the entire computer that is too old, not only the graphic card.
