help! how arrest Enchilada?i can't find him

You can find him through the people screen in the almanac-
Almanac-people-important people-at the very bottom is the big enchilada.
Click on him and on his personal menu you can order his arrest.

If your prison is full you might have to just destroy it and build it again.

i try to search in almanac-people but i cant see him.
