The way around it is best by placing a multiple docks to spread your income out over time. Whether you have one dock or three docks your income is the same, it is jsut the intervals you receive it at.

I have 3 docks, 2 on the same island and one on another. I guess i'll need more and some more teamsters.

Before starting over again in frustration I took the time to look at the entertainment buildings on the map. To put it simply they all sucked @#$% through a silly straw. Not a single service building ever turned a profit.
I restarted the map I destroyed every service building the map started with. Then I went through the map starting from the bottom up. Wood choppers, lumber mills, shipyard (ie reworking every production chain and placing it.)
Now here I sit with 500 pop and maybe 6 entertainment buildings and about 500k cash.
They need to fix the entertainment buildings.
Here is a good example. My Cabaret with service quality 88 and 135% efficiency sits 16 citizens (and is always full.) Yet it only has 4 visitors a month. So that means with a $24 fee it makes $24 a month after expenses ($96-$72 budget-$24.)
So by thinking you are "providing a needed service" and building entertainment buildings you are probably just choking your economy.
Meanwhile Newspapers and Radios are great money makes if you have them set to the advertisements and sponsored media.
