please be aware that the cap you mentioned is the default value. You can easily increase the population cap in the options menu, under "gameplay", first slider on the top "population cap".
But be aware, more population also means more resources of your gaming rig will be required and could cause problems with your performance when running on roughly minimum specs.
Additionally, a new game should be started.

Options, Gameplay, Population Limit, the slider currently goes as high as 10,000
Whether your island is large enough to feed that many is another issue. Whether your computer can handle that many AI threads will depend on your hardware, unless you are well over the requirements you should increase this slowly or the game will slow down a lot with a very large population
I'm well over the PC specs to run the game and have it set to 10,000; though I've rarely seen an island that supports much over 5,000 comfortably while actually playing
Also: start a new map/mission for the population to take effect after you change it
