How can i find a crime lord?
I have a mission saying do a shady deal with a crime lord but only way i can find crime lords is in prisons but i cant use shady deal then and there is no release or anything, i tried searching almanac and clicked like 100 people in game and couldnt find one crime lord

Go into your almanac and look at the rich/filthy rich people: if it's a crime lord it will say so at the top just above his name (if I remember correctly)
Try demolishing your prison, that should release the prisoners

Demolishing the prison worked (dident find a free crime lord in almanac) there really should be option to use shady deal or release crime lord from prison because, you know, you're the el presidente and can do what ever u want.

Go to almanac->people tab-> important people (at the bottom of the list) -> here you can see crime Lord's along with faction leaders political rivals normal criminals etc. Click on them and you can interact with them directly. (looking for filthy rich Tropicans is also a give away)

i had some free crime Lords (walking trough the streets), but i cant click on shady deal, because the game says"they are already arrested". but they are free. Looks like a Bug.

Could easily be a bug, or could do with the automated arrest mechanic of your police officers. I think they mark criminals for arrest based on the police station efficiency and the criminals proximity to the station. Then it can take months to get a police officer to report for duty and head out on foot to track down the wrong doer
