Teamster, how do they work?
Do Teamster have a range of operation? I constructed themn all at my docks.
Do they priotize industry/stores over export?
How many of these ♥♥♥♥♥♥♥ do i need?

Or is it smarter to place them close to the houseing facilites?

You want them close to housing and other service buildings. They will tend to walk to the clinic or circus and work, but once they are at work they can drive (or run really fast in the Colonial Era).

It's best to sprinkle them around a bit, they also have to supply businesses like grocery stores. It's a good idea to have them near clusters of farms, or in the middle of an industrial sector as well.

Their prioritization is a bit of a mystery, but they're union workers after all ...

i just build like in T5 .. 1 Teamster for 100 People. 1000 People = 10 Teamster .. AND ! if you play big or Sandbox .... You need Early to think about .. i call it TEAMSTER CITY :-) i always build a own little City only for Teamsters .. Church, Shop, Houses, Bar .. and all the Stuff a Tropican needs ... Then Teamsters always go Fast :-)

You always want your workers to be able to reach their houses and needed services easily, this includes your teamster. Build them close and/or provide them with transport (buses or cars - note that you'll need the edict that allow poor people to drive if you go the car routes).

As how many teamsters you need: the short of it is that you need more. No matter how many you have. Seriously, they are what make everything works, you can always use more of them.

Also, keep the Teamsters wage at maximum.

Nope, overdoing it. I currently have 2 Teamster Offices and ~400 people, no problems in moving things. It's not the number of people, it's how many places you have that need things to be moved in or out.

Yes... in that everything must be close to them, then they have more time to work. Also, upgrade to open more job slots.
