when having difficulties with savegames, please try following:
Problem saving game properly in singleplayer (any mode)
Simply set exceptions for both applications.

I've tried setting the game to "Run as Administrator" however when I do that the game refuses to load giving the following error message:
"Tropico 6 is attempting to launch with the optional parameters shown below.
"Tropico6 "
If you did not request this launch of do not understand these options, select Cancel."
Hitting OK just causes the launcher to come up again, trying to launch again from the launcher generates the same error message again.
Switching off the antivirus (Avast in my case) changes nothing, save game still corrupt.
Keep in mind though that once you switch off your 3rd party antivirus solution then Windows defender automatically kicks in so you need to check that one as well. It is better to add an exclusion for the game executable or folder in Avast. In Avast you should be looking at the Ransomware shield protection, the one that safeguards your documents folder (or other specified folders) against encryption by malware. However If your antivirus (or windows defender) would be the culprit then you should already see an ingame notice that saving failed. If you can still see the save file when you did not exit the game (for example: if you try to save a second time the first file shows up in the list...or you can see the filename when you try to load it immediatly after saving) then it is most likely not caused by your AV solution. (at least not by the ransomware protection, it prevents writing altogether).
On a sidenote, steam has nothing to do with your save files so there is no need to add the steam executable to an exeptions list. (steam uploads the files to the cloud if enabled but your AV ransomware protection does not care about that at all).
Edit: you could also try to disable steam cloud saves just in case it gets corrupted during upload. To do so right click the game in your library, select proporties, select the updates tab and uncheck "enable cloud synchronization for Tropico 6" down below.
