That is ind of silly though, because even athiests allow other people to believe in what they want ..
I didn't design it this way. I just know that the only time I tried using the atheist constitution setting I had tons of people complaining about the lack of churches (because you can't build any). If you don't shoot them they start to rebel
You can just leave it neutral and let people believe what they want without being a theocracy, but you would need to actually provide some churches for the people who believe
What you have to realize is that this is still a dictatorship, no buildings get built by private people. There's no free church being provided by some outside influence. You either provide churches for your people or you don't. You either command that they must be atheist or you allow them to choose while still being responsible for providing them with the buildings needed to support their choice.
This isn't a free market system where a private church will set up without your direct control
That being said, I don't really find it to be worth it, since many Tropicans need that faith happiness in order to be more productive. I'd rather build some churches and cathedrals here and there. It's easier and requires less micro.
