Hi Nedodo,
there will be no cross-platform multiplayer.
This could have also been found in our official Tropico 6 FAQ:

Will Tropico 6 feature cross-platform multiplayer support?

No. Players must be on the same platform network to play together, i.e. on console, Xbox Live players cannot play with PlayStation Network and/or PC players, and vice versa.
This is due to a variety of reasons, but the main one is the different architectures of the different platforms.
