Only thing I can tell, is that if it has a commercial background and/or includes modifying game files to a certain degree, this is even an illegal activity, which is clearly stated in the EULA of any game on steam.
For further details, get in touch with the respective persons, as I am not in the position to give permission, nor do I have any possible legal background to proper guide you through.

They stated not planning on adding any additional languages (read it as: „we don't care about polish market”) so there's no point keep asking and begging.

NO, of course NO. Why no ? I am asking where is the Polish language? Do you mock people?
That post makes no sense whatsoever. Nor does your post above. Do you really think a game just magically updates itself when someone translates the lines?
Chinese is the most spoken language in the world and Portuguese (Brazillian) is on nr 6. Polish on the other hand is at nr 33 with about a 7th of the Portuguese speakers.
So like stated above, it's likely not commercially interesting.
Do you realize how old this thread is that you are bumping?
