Is "Hire foreign worker" too cheap.

In my experience the option hire a foreign worker is dirt cheap for what it does. With my current economic power the 425-1000 per worker is no object to have a position filled. In tropico 5 the option was so expensive that the option required a second thought if it was worth it. In 6 it's so low that I don't even think twice for high school positions.

Should it be raised stay the same lowered discuss
