Do you have multiple trade deals for cloth?
Do you have an apparel factory?
Just one trade deal and I think so. but I have other goods being manufactured but still have raw materials exported. I have a shipyard but still export planks along with boats ((Since I make trade deals for boats))
Well that is your problem. Your apparel factory is consuming cloth fast so it is not sitting in the docks. Which is odd because one textile mill can easily feed two apparel factories, especially if you are using leather in apparel manufacturing.
Where the example with your planks your shipyards are not consuming planks fast enough so some ends up sitting in the docks.
That's really weird. Guess I'll just cancel the agreement. Building more plantations and textile mills would cost too much.
You goods are stored in either the production facility, resource producer, or dock. If you producing something and doing loot runs to create the resources simply turn off exporting that good.
If you think you've got far too few teamsters, try assigning an emergency job to one teamster office and see if the work gets done.
