Report a translation problem
You should have a series of main quest missions from all five of the foreign powers. Each one that you complete will stop that foreign power from sending any more troops. The mission ends when you are friendly with the world again.

yup I agree, the war just never end, to make amend to superpower we need to export but the embargo make it impossible, the population is depleted rapidly, it must be bug ..... hasta la vista baby .....
When I did the mission map on hard I had to do it twice. The first time i used tax haven and was not paying attention. I had three countries invading me at the same time. Instead of them coming at me one by one.
It does help to get a head start on a nuclear bomb.
