Tropico 6: No one visits Ancient Ruins?

I've been playing the missions, currently on the last one. "Spoiler alert" I need 40 tourists to visit ancient ruins, however no one is!

I have build hotels around them, attractions... everything, yet nothing is happening.

Has anyone encountered this before?

I built my tourist village closer to the tourist docks and ran two bus routes up to the ruins inside the volcano. I wonder if maybe you have too many high level attractions and the tourists are visiting those first? When a tourist arrives they head straight to their hotel. If they have a long way to travel to get to the there, they will have little time left to do anything else.

Did tourists number rise?

Tried the Bus route.. And VOILA !!

There is one ruin that more or less next to the sea. Build a tourist port and cabins (for backpackers who like visiting ruins) next to the ruin and it's done in no time.

People started taking the buses to visit the Ancient Ruins. I had about 5 bus routes, each route starts from a crowded tourist area and ends at an Ancient Ruin.
