The game is limited to how many people can exit the parking garage because each person exiting has their own animation. So when it becomes overloaded the queue to play the animation makes the people be "lost" until their turn comes around.

No. The AI is going to figure out the shortest route from where they stand when they decide to need something. It would then walk to the nearest mass transit that takes it close enough.
That would be entirely unnecessary. Bus stops are really simple, you put one stop in the middle of your work area, then the other end at a location with all your services.
