The One Percenters: Lower Job Happiness Help!
I'm stuck toward the end of the one percenters scenario and not wanting to restart.

My job happiness is sitting at 55, apparently I need to bring it down to 45, and I have zero idea how to do it. Do I drop the budget to 1 across the board and wait it out for a bit? I did drop down to one and saw a slight shift, but only by 1-2 percentage points, but maybe I need to wait for a bit so everyone goes to work for awhile? Will it kill my employee productivity / hurt my economy?

Any input welcome!

Yup, that's the better way to lower it. Also, look for work modes that lower the work quality (the one in the mines, pub or hotels).
Oh it is definitely going to hurt your economy. That seems to be the whole idea of that mission map. The Sheik has no idea how regular people live and does not care. He is like a kitten with a ball of string.

What I did was just fire people and closed their jobs. Nothing like being unemployed to reduce your job happiness.

I actually liked that mission, but I was razor thin on a couple of bets, which made me avoid the Referendum altogether. I still have not played that one. I hate those timed ones. :-)
I had to fire and close jobs, especially the ones with really high job quality. Look at it this way, ZERO a bunch of times really makes the average tank.
oh yess, i have this problem too..... so, how to finish this main quest ??
My job happiness started at 72. I fired everyone that wasn't involved in producing food, resources, power, or moving goods. Don't worry about how much it messes up your island, you can buy the remaining moon deeds for $50k immediately after you complete the low job happiness quest.

I'm actually having the same problem and loosing my mind. I've literally shut down everything, closed slots etc and my job happiness has gone down a bit but wont go under 57. And in fact its starting to go up??? I've even shut down Teamsters, currently in debt by -115k. No way should my job happiness keep going up. Anything I'm missing??
Why did they decide to make so many mission objectives that are directly counter to successfully playing the game? It's like they decided you must make at least this many bad decisions for your island in order to "win". If you tried to play sandbox like that you'd never get anywhere. This makes no sense to me. Shouldn't the game encourage you to make life better for people? To grow the economy despite obstacles, not force you to ruin it jumping through silly hoops. It's not just this island either, several of them have had me frustrated beyond belief because multiple objectives actively inhibit the goals of a city-building game.
Annoying as it was, the volcano island challenge made far more sense than multiple other islands featuring the challenge of ruining their lives by forcing me to do things no one would voluntarily do. And then pretend it's my choice or what I wanted to do.
How is 81 job happiness ever a bad thing? Like ever? Why can't I win the game with that? I'm supposed to go fire and block off 1500 jobs? Come on. Decrease happiness significantly at the end of an involved mission. Yeah, ok. WHY.
/rant. Sorry.

SOLVED:

Setup a strong military response force, 3 barracks, 1 set of tanks, drone command

Set your constitution so people cannot leave your country

Open your building lists and start pausing everything
-entertainment
-lux entertainment
-industry
-public services (leave the fire departments active)
-government

This work well!
Just try to keep $200.000 before getting there so you can finish the game witout having to unpause all those buildings :p
Another tip. Build Taverns, All you can drink, with "lifes work". Results in a -1 job happiness for each tavern. I built like 25 and fired all of my entertainment. got me there.
The least tedious way to do this is to just demolish everything. Make sure you have the $50,000 - $200,000 you need to buy the remaining shares and keep your military buildings if rebels are a concern. Takes just a couple minutes to demolish enough buildings and your job happiness will start to plummet.
Late to the discussion, but anyway, like many others here i tried first reducing the budgets of my buildings to lower the happiness, and it helped, but i ended up having to pause just about everything that wasnt power generation, leaving people without jobs, and soon enough without homes as they could no longer pay rent

By this point i already had 10+ million saved up so that wasnt a concern.

Honestly this part of the mission was simpler to complete than the liberty one, but i wouldve been kinda pissed if there was going to be more parts to it after i spent that time pausing buildings
Even later... Make sure you have $200,000, delete all your buildings, win the game. It is the last mission before it ends and you have the option to buy any moon items you may have missed.
