The approach I have taken is just to build little self sufficient villages or company towns close to work with buses going to a central hub with hospitals, clinics, entertainment, food and religion.
Build small industrial area, set up a living area next to it, reapeat. That way, my citizens can live near their workplace, but it still looks good and they will not get harmed by pollution. Then I build a metro as much in the middle of the living areas as possible and set budet always to max. I am not sure if my observation is true, but I think that the metro is pretty fast if you set it to max.
