Lots of unemployed AND vacant jobs.
I seem to have alot of unemployed citizens of the same workclass as vacant jobs, not sure why. I've made sure they can get to their jobs even if some are a little further, with buses, parking lots, and subways, but they cannot seem to find a job! What gives??

I have a similar situation with homeless and vacant residences! I have a rich homeless and a vacant homes.

Maybe the unemployed lack the education to perform the job? As you advance through the eras the need for high school and college educated workers is higher.

Build a high school and college, with budgets maxed out and with the Spelling bee and Literacy program edict active. The unemployed will become students and eventually they can work at the higher education jobs.

Also the Registan of Samarkand Landmark is a valuable one as it provides all children born in Tropico a high school education. It will take a few generations to take effect. Make sure you provide enough churches as I believe high faith happiness makes them more likely to have children.

Set your Immigration office to the option where 20% of immigrants have education.
It may also have something to do with distance between workplace and housing, particularly where it concerns families. You can have an unemployed college educated guy living with his family in an apartment on one side of the map, but if the job is on the other side he might not take it up. I've had some situations with 10+ appropriate jobs available with 15+ people unemployed and they'd happily stay that way. I'm not sure if Tropicans who are undetected criminals show up as unemployed, however; if it does it would explain some of these unemployment cases.

Housing is heavily reliant on it being near to their workplaces and being within their means. Sometimes issues can arise where couples with jobs on different sides of the map refuse to move into nearby housing and will prefer being homeless if their shacks are demolished.

check your unemployment age, most of the either really don't have job or just going to school (counted as unemployed). or lack of nearest open job
