Battle Royal is kicking my you-know-what...

So, I'm on the final mission, Battle Royal, and I'm in the modern age, which is, I think, the final part of the mission.

I'm doing fine up to the part where the weather and attacks by rebels, and then it falls apart.

I realize to get thru this part I need to "buy insurance, etc." but by the time I get to that, my economy has fallen to such a degree, I can't get the insurance, etc, and have to deal with it all.

Obviously, this isn't going to work, so...

What are some tips to get me thru this so I can get the insurance, and end it. (As in, how might I prepare for this better?)

I just spammed forts around the palace to avoid the rebels. And I used the penal colony+convict labor+courthouse+police stations with live and let die exploit to essentially print money.

Just want to show off, beat all missions on hard difficulty. It was so easy, figure it out for yourself :)

How?? The Cold War Era has gone on long enough, how do you have by the begin of the modern times not already the 20 Hotels and 5 Docks set up wich guarntee an infite clash flow?
