To achieve something similar you need multiple bus garages, and basically you place the start station next to the end station of the other. People are willing to switch.
In my experience the best way is using free wheels+garages, and put bus station, or metro to garages at the end of jams to reduce traffic jam. Tropicans can spawn their cars at any garage. Even if said garage were reached by a bus, or metro.
Apologies for soundling like such a newbie, I only recently purchased Tropico 6 and I am still trying to get familiar with some of these basics.
Nor does it cost a significant amount when you use free wheels. The free wheels edict costs a small fixed amount of money no matter how many people are using cars.
Yes, cars are rentals unless you use the free wheels edict. You won't make much profit from it though as it requires a certain amount of wealth to rent and the cost of the building is barely offset by the income
Yes the state does get the income, just like they get income from housing rentals, just like the state gets food, church and healthcare income if you have those set to charge money, these are all ways you get the money back from tropicans along with entertainment buildings
It's a fixed amount plus the cost of the upkeep of each garage and the loss of the income from rentals, so there's 3 factors of cost involved if you use that edict
