Even the best anti-cheat can be beaten. Also, the advancement of cheat tech makes it impossible to "see" someone cheating from spec mode, unless they are sloppy. Cheating is, a thing in video games, and there is no way around it.
The best way to figure out if there is a lot of cheating going on in a game is to play right after patches. it takes 12-48 hours for the hack sites to update their hacks to work on the most recent version of the game, so if you find you are suddenly "really good" for the first day or so after every patch, there are probably a lot of people cheating. For example, with COD WWII, a very hacked game, I had a lifetime k/d of 2.9, but after patches, I would got a day or two in the 8 to 10 k/d range.
