Loads of mods require the DLCs... but special edition has them all, you dont need anniversary edition unless mods state so
It's not needed, the main difference between the Special Edition ("SE") and the Anniversary Edition ("AE") are basically the "creations" which are essentially endorsed "in-game mods", but it doesn't have a major effect on modding (the game version).

But having said that... I still highly recommend getting it because all those creations really add some solid additions to the game. And it's a steal for E 4,- (price at the time of writing).

There are some cool new weapons, a few well designed dungeons, an awesome new horse (IMO anyway) and several new properties to enjoy. All in all something I really enjoy.
Do you mean the anniversary edition dlc or the dlcs hearthfire dawnguard dragonborn because the dlcs dawnguard hearthfire dragonborn come with the special edition but the anniversary edition is a seperate dlc and I think that some mods require the anniversary edition but you do not need to worry about the dlcs dawngaurd hearthfire or dragonborn because they come with the special edition but not on the 2011 release so if you are playing on the 2011 release the dlcs are sold seperatly.
