The only mention I have seen of this were tweets by Chris Avellone, where he states that his offers to make Fallout New Vegas 2 or an Elder Scrolls title were denied by Bathesda. It was merely a suggestion and no work was actually done or conceptualized, so your title is misleading.
Whilst it would be great for us to fans to have more games popping up, you can't really fault a company for wanting to hold onto their own franchise. Also Obsidian, and Chris Avellone in particular, have a different approach to certain facets of game design, which clashes with some of the directions taken by Bethesda.
Anyway, be happy with what you have instead of what you don't.

Plus, the word around the metaphorical campfire was that BGS and Obsidian didn’t quite get on too well with one another during the development of FNV: some inter-studio drama/conflicts, accusations that BGS tried to sabotage Obsidian’s work, and Obsidian using the Creation Engine (and by extension - BGS) as an excuse for any/all technical issues and other negatively received parts of FNV.
Either way, Obsidian is a mediocre studio at best.
Outer Worlds was just a linear Starfield with worse combat, an aesthetic that was a half-hearted “Fallout in space”, terrible UI, and utterly failed in its obvious attempt to replicate the charm and comedy of Firefly.
Avowed looks interesting, and I hope it is, but I’m not getting my hopes up. I especially don’t like that they pivoted and are now saying that it’s not actually open world: you just have access to different “open areas” at given stages of the story.
Lastly, FNV is overrated, and it needs to be said. It was received with a “meh” on release and seen as inferior to FO3 for years. It wasn’t until like 2017-18 that suddenly everyone hopped on this “FNV IS DA BESTEST GAME EVA!!!!!!!!!” wagon.
Sounds like this metaphorical campfire burns exclusively in your head. At no point in time was there any hostile rivalry between the two companies.
Also New Vegas was well received since it's buggy launch. I find it's fanboys laughably obnoxious as much as the next guy, yet somehow you manage to outshine them with your absolute bs.

Honestly, I don't care about the drama; I just want a extra awesome TES-like RPG to play. I'll be sure to buy TES 6 as well.
However, I do switch around all the time, for example, traveling around the map, in both games, exclusively 3rd person. Kingdom Come put me off for being on first a first person experience in a primarily melee focused game.
Avowed does seem to have magic and ranged options though, so perhaps if you can use those over melee in most situations I could have fun with it. Regardless I will try it, I have gamepass so I won't be spending anything extra to do to so.
In a nutshell, FNV needed to get an 85 Metacritic score in order to actually make any profit from the game.
They ended up getting an 84.
With no profit, Obsidian had to lay off a bunch of employees and cancel a game code named “North Carolina”. For a bit, it looked like Obsidian would have to close its doors but they managed to stay afloat.
This created bad blood between Obsidian and BGS, and rumors began to circulate that BGS somehow had a hand in the game not hitting 85, along with other candid unsubstantiated claims regarding both studios.
Regardless, that’s nice you hopped on the FNV fellatio train, but the truth is that when it came out not many players thought it was all that great. It wasn’t hated or bashed, but it wasn’t seen as being particularly special. This whole “FALLOUT NEW VEGAS IS THE GOAT AND THE BEST FALLOUT GAME EVER MADE AND JUST TOTALLY SUPER AMAZING AND FLAWLESS” sentiment only emerged years after its release.
However it was and still is a niche game.
