I haven't ever seen a troll up around Bleakfalls Barrow, but then again I don't typically put off the main questline either. On the path up from Ivarsted to the Greybeards is a totally differnt matter.... I can't recall a time I haven't seen a Frost Troll around a specific point in the climb, even when head up at a low levels, such as lv6.
Yes, the high hrothgar frost troll is one of the few hand placed static enemies in the game. Probably meant to make sure player is a little more than a complete noob before continuing the main quest.
BFB frost troll spawn if you are level 18 or higher.
The escape route with the bear?
In one area in bleak falls you can get either a low level draugr, a regular troll, or a frost troll instead, just depending on your level when you enter the dungeon.
I know I see it LESS often coming from the other direction. Not on any quest and passing the Bandit watch tower TOWARDS riverwood.
I see it often coming FROM Riverwood while on the Golden Claw or Whatever that Farangar one is.
But its not an ALWAYs thing. So there is some variable.
