Do Portals Work in Skyrim?
I'm talking about the graphical effect. If so is there a mod that uses them?

Pretty much. It'll just make you go through a loading screen.

There is a "portal" somewhere that allows you to access Sovngarde in the base game already. Or those portals you can find in Forgotten Vale. Not to mention that paragon portal that selects its destination by using a proper paragon. It is just some marker scripting and fast travel combined.

@OP I remembered a mod that may offer what you want; void gate[www.nexusmods.com]. There are probably other similar mods you can use.

The game Portal and Portal 2 make significant use of the portal graphical effect. You see there's a 2D plane and you can see the perspective of the other 2D plane from it, walking through it teleports you to the other 2D plane. It's often used in other games to bridge spaces that would have conflicting geometry should they be directly modeled together.

The loading screen would occur only if the destination is a different "cell".
Within the same cell, the teleportation through the portal is instantaneous.

The portal gun mod and video I had linked in my previous comment demonstrates that - it's actually a Blink teleportation rather than portal-transfer (fast travel), And Blink is a vanilla mechanism in the game.

You merely didn't bother to agree with them, because you seem to have some warped (pun intended) concept of what a portal is.

The mod that @Sansee linked (Liminal Bridges) has the glowing window/doorway effect for the portals.
The first mod I linked (Stargates of Skyrim) itself has the glowing window/doorway effect for the portals.
Other mods (Shalidor's Migrant Portals SE, and Voidgates) also have that glowing window/doorway effect for the portals.

At this point, I feel like you are trolling us, and hence wasting our time.

If you don't like any of these beautiful mods, and if you have a better concept of what a portal in Skyrim should be, then go ahead and create your own mod for your portal concept, and share the link here, so we can see how it's better than these mods.

I have a hunch you don't understand Skyrim game engine's limitations, and think that modders can replicate Portal game in Skyrim without issues. Short answer: they cannot - because of game engine limitations. Hence they haven't.
As others have said the game can not open a window through space time to show you a real time picture of what is going on on the other end. If the graphical effect is the only thing you're after then you can either make your own mod or try to find one that puts up a still image of the place you want as a texture over a portal, it won't be real time like Portal the game but it will serve a close enough purpose to show you where you are going to fast travel to.

Honestly it is kind of surprising that all the portal mods listed just show a magical orb instead of a picture of where it is going but I guess a magical orb looks better than a flat image but they could've dress it up with a phasing effect and glowing edges.

Considering the actual terminology for what I'm describing is a portal, I think you have the warped sense of a portal since the mods you linked are just doorways.
Now that I think of it, weren't there actual "Portal" portals in the dawnguard dlc as shrines or something?
