As Skumboni said, shoot him from a spot he cannot get to.
Run right past him and keep going. Dont look back, he will give up the chase.
More detailed: I use a bow a couple shots to get him coming after me, then use flames on him while retreating until magika runs out, then a two-hander and use quick swipes while retreating. This will kill him without taking a hit. There are variations you can do with this, such as using a lot of flames if you have access to magika potions, etm.
Finally, just run around and kill more wolves for a while and level up some more. There is no time limit to any quest in this game.
However, when you are ill-prepared or low-skilled and take on a strong opponent then the game will punish you for it obviously. So you will either have to kite and widdle the target down for a long time, or spend your time somewhere else to become stronger.
Though they are somewhat weaker to fire than other elements, and obviously resistant to frost.
Make 3-4 bottles. You can run or kill it.
That said, if you cannot defeat the Frost Troll, that is the game's way of telling you that you aren't strong enough for this quest-line yet.
Leave, level up your combat skills, do some smithing + enchanting until you have good gear, then come back as a bad-ass. While enemies scale to your level, you generally get stronger way faster than the enemies do.
