Report a translation problem
I had something similar happen to me last year. The giant was nowhere to be found and the gate was locked etc. Much like you describe. Drove me nuts as I never had that happen to me before.
So I did the old "go to another cell and wait a week" you can do other quests or whatever. I found out that the USSEP has Largashbur resetting every 10 days so didn't have to wait an ingame week. Anyway, it worked
-The Giant kills the killable Orcs and hammers the essential ones endlessly
-The Orcs kill the Giant but get stuck on the ladders inside and can't reach their markers to initiate dialog.
-The Giant gets distracted during the fight and leaves, but combat doesn't "end" for the Orcs, which means they don't advance to the dialog.
-You find Atub walking around somewhere far away.
-Ugor and/or Atub got launched on the Skyrim Giant Space Program and got stuck where she landed - mountain top, rock and a hard place, etc.
-Everyone is locked inside the longhouse and can't initiate the scene
Reload a save from before you started tinkering with the console on it.

I have just tried waiting that time with USSEP disabled, completing several quests during that period. I just returned to Largashbur and it's still the same scenario.
I have also been reloading the save beforehand, that never did work before I decided to experiment with the console to force start it. But yes, I managed to exploit an entrance and get in only to find everyone locked in the longhouse, having never came out yet.
I just saw in the UESP where it mentions a very similar problem but does not mention a possible fix.
Edit: Not the exact same problem but maybe try the solution:
"Upon arriving at Largashbur, the giant may be attacking but the gate may be closed and locked. Ugor may also have been killed by the giants.
PC Only This bug is fixed by version 1.2.5 of the Unofficial Skyrim Patch.
Workaround: Proceed west from the gate along the stronghold's wall and turn left at the end. You can jump over the wall from the slanted support poles between the wall and the adjacent rocky mountain base. The NPCs will then behave as if the gate had been unlocked. Speak to Atub to initiate the quest. She is usually located atop the guard tower next to the gate."
If that's the case you'll need to post your load order since it seems you may likely have a mod issue and not an issue with the game.

The most likely scenario is that everyone's locked inside the longhouse. Clip through the outer wall, unlock the door to the longhouse.
Some mods leave behind traces of them in saves even if you disable them, so continuing the same save with those disabled mods wouldn't be of much use and could cause additional problems from your save looking for those disabled mods but no longer finding them. If you're going to check if a specific mod is the problem then you'll need to either load a save from before you activated that mod or start a new game.
Personally I thought your game bugged out because you're level 80 and likely triggered the giant attack long ago but never noticed, that is until you mentioned the other problems.
I'm not familiar with most of your mods so I can't help there. The order does at least look correct as far as I can tell though.
Edit: but then again it's not just that quest.
I would verify integrity of my game files thru Steam. If persists perform a clean vanilla reinstall but the proper way not a simple uninstall reinstall.
